Anglican Watch has learned from sources close to the matter that a formal Title IV complaint has been filed against Bishop George Sumner of the Diocese of Dallas for his violation of Canon IV.3.1, which forbids clergy from:
discharging, demoting, or otherwise retaliating against any person because the person has opposed any practices forbidden under this Title or because the person has reported information concerning an Offense, testified, or assisted in any proceeding under this Title.
This pertains to Sumner’s termination of parochial vicar Rich Daly for forwarding complaints of sex abuse by an adult female under the supervision of the Rev. Douglas Anderson, then rector of a Texarkana parish reporting to Sumner.
It is our understanding that Daly is not the person filing the complaint.
Anglican Watch views Todd Ousley, the intake officer for the House of Bishop, as clueless, feckless and indifferent. Thus we cannot predict the outcome. But we have ample evidence that Sumner has engaged in retaliation forbidden under the canons.
We remain shocked and appalled that, despite General Convention 79 and its emphasis on #metoo, jackrabbits like Sumner still think abuse of women and coverup is okay. It is not, and Sumner needs to resign, effective immediately.
